Possible on some exact setups. Not a one-click install.
Why Windows is harder
The unlock must run before the NVIDIA driver touches the card. On Linux a kernel module does that. On Windows it has to be a UEFI app that runs before Windows boots, then hands over without resetting the machine.

A real Windows result
RTX 4090, 480 W limit, WSL2, matched runs. The tensor rate rose, but large GEMMs hit the power limit.

Before you try
A matching PCI ID is not enough. Board, BIOS version and boot layout all matter.
No port ships prebuilt firmware. A download that does is not from these projects.
Secure Boot is usually off for these setups. Keep a working Windows boot option.
